 Fiscal use of postage stamp (illegal usege?)

I am sorting through a pound (or 2) of World Wide stuff (which I really know nothing about or actively collect until now) and I found a few of these. Are they revenue stamps? No, But Similar to stamps of Great Britain it could be used as either Postage or Revenue. It this case it's definitely a fiscal use and manuscript cancel for fiscal use.

I don't know if this is an illegal usage once one applies the Springsteen Method:

Anything's legal in Jersey as long as you don't get caught.

This is a legal use.. instead of separate stamps they use the postal stamps as revenue also to save on printing.
